Professional History
Velazquez previously served as executive vice president and leader of the power delivery business for Pepco Holdings, Inc. (PHI). He managed over 95 percent of the business and employee base, and was responsible for all utility operations in three states and the District of Columbia including customer care, asset management, operations, smart grid activities, support services, including IT, and four local unions. Velazquez was also responsible for the development of and now leads the successful enterprise-wide strategic vision to improve reliability and customer service for Pepco Holdings.
From 2006 to 2009, Velazquez served as president and CEO of Conectiv Energy, PHI's competitive merchant energy subsidiary, leading and directing the commercial and operational activities for the company. He served as vice president of strategic planning and chief risk officer of PHI from 2005 to 2006.
Civic Involvement
Mr. Velazquez serves on the boards of several educational and community organizations, such as the Maryland Business Roundtable for Education, D.C. Policy Center of the Federal City Council, Emeritus Advisory Board of the American Association of Blacks in Energy, and United Way of the National Capital Area. He is also a board member of the Association of Edison Illuminating Companies and the Greater Washington Board of Trade. In addition, Mr. Velazquez is a member of the Edison Foundation Institute for Electric Innovation Management Committee.

Prior to Pepco Holdings, Anthony served as the Senior Vice President of Distribution Operations for Commonwealth Edison Company (ComEd) in northern Illinois and directed the strategy, resources, and activities for ComEd's electric distribution system. Anthony also served as Vice President of Transmission and Substation for ComEd, and was responsible for overseeing the maintenance, construction, and engineering of transmission lines, substations, and protective relaying systems for the ComEd service territory. Anthony also served as Vice President of Projects for Exelon Nuclear, executing large projects across Exelon's nuclear fleet, including reactor head replacements, turbine retrofits, and steam generator replacement.
Anthony currently serves on the boards of several civic and nonprofit organizations including the Washington, D.C. Police Foundation (DCPF), the Strathmore Hall Foundation, Inc. in Bethesda, Md., and the Southeastern Electric Exchange (S.E.E.), a nonprofit, non-political trade association of investor-owned electric utility companies.

Barnett joined Pepco Holdings in September 2018 as the SVP, CFO, and Treasurer. Prior to this he was SVP, CFO, and Treasurer of PECO in Philadelphia, Pa., another Exelon subsidiary, from October 2007 to August 2018. From December 2005 to September 2007, Barnett served as Senior Vice President, Corporate Financial Planning of Exelon Corporation. Prior to this, Barnett was Vice President, Finance of Exelon Generation, a position he assumed in April of 2003.
Prior to joining Exelon, Barnett was with GE Capital. In 11 years at GE Capital, Barnett rose to chief financial officer of three of GE Capital's business operations (GE Capital Bank Switzerland, GE Small Business Solutions and TIP Intermodal Services).
Prior to joining GE Capital, Barnett spent several years with the Itel Corporation of Chicago where he helped provide financial analysis and reporting. Barnett started his career at Arthur Andersen where he was an auditor for two years.
Barnett is a member of the Board of Directors of the Urban League of Philadelphia.
Barnett earned a bachelor's degree in business administration from Marquette University in Milwaukee and a master's degree in management at the J.L. Kellogg Graduate School at Northwestern University, Evanston, IL. He passed the CPA examination in 1985.

Barnett and his wife Colleen Philbin reside in Newtown Square, PA. They have two children.

Wendy Stark leads Pepco Holdings' legal and regulatory affairs and manages overall rate and regulatory strategy and performance, including pursuit of utility of the future initiatives. Before joining Pepco Holdings, Stark practiced law at FirstEnergy Service Company where she was the associate general counsel. In that role, she was responsible for the state regulatory section within the legal department which represented the ten regulated utilities and the competitive affiliate before state regulatory commissions in multiple jurisdictions.
At FirstEnergy, Stark also supervised attorneys who worked on labor and employment, securities and corporate governance matters. Prior to joining FirstEnergy, Stark was an associate at Baker & Hostetler LLP and at Calfee, Halter & Griswold LLP, both in Cleveland, Ohio. At both firms, her practice focused on labor and employment law.
Stark serves on the Board of Girl Scouts of the Nation's Capital and the Legal Advisory Board of Catholic Charities of the Archdiocese of Washington.

Aiken serves as a Trustee for the J. Wood Platt Foundation. This Philadelphia-based organization provides financial aid to deserving young men and women pursuing higher education.

Fisher began her utility career with Atlantic City Electric in 1990 as a design and field engineer in the Substation Engineering Department. Max is currently a member of the Executive Committee of the Workforce Investment Council for the District of Columbia, the Virginia Military Institute’s Keydet Club Athletic Board and Leadership of Greater Washington. He has served as a member of the board of directors of the Greater Washington Boys and Girls Club, the American Red Cross of Greater Washington and the Maryland Occupational Safety and Health Advisory Board. He was also appointed by the Governor of Virginia to serve on the Board of Visitors for the Virginia Military Institute.
Maxwell is a 1987 graduate of the Virginia Military Institute where he earned a bachelor's degree in Electrical Engineering and a commission in the United States Army Military Intelligence Branch.

McGowan joined the company in 1998 as Vice President and Treasurer of Potomac Capital Investments. Before joining the company, McGowan worked for Duty Free International, an international retail company, where he was Director of Treasury, Tax and Financial Analysis, and prior to that McGowan worked for Ernst & Young.
McGowan serves on the Board Executive Committee of Junior Achievement in the Greater Washington, D.C. area and previously served on the Board of Annapolis Junior Rowing.
McGowan graduated from the University of Texas at San Antonio, receiving a Bachelor of Business Administration degree in both Accounting and Business Data Systems. He also holds a Maters of Business Administration in Finance from the University of Chicago Booth School of Business and is a Certified Public Accountant.

Murphy is responsible for the formulation of the Corporate Communications strategy and program execution for internal and external communications, media relations, social and digital media, crisis communications, and company advertising. Murphy is also responsible for the employee engagement and leadership development of his entire team of communications professionals.

Murphy has more than 30 years of communications, government affairs, and public advocacy experience. Prior to Exelon, he held communications and external affairs leadership roles at International Paper and Champion International, both Fortune 500 companies in the paper and forest products industry. Murphy has also held communications leadership roles with Maine Yankee, a company that operated a single unit nuclear power plant in Maine, and several positions in Maine State Government.
He began with Exelon in 2008 as the Director of Nuclear Communications. In 2012, Murphy led the creation of Exelon Corporation's Public Advocacy function, before accepting the role of Director of Generation Communications for the Northeast, Mid-Atlantic, South, and West regions the following year.
Murphy has held leadership positions in nonprofits focusing on education, the arts and the environment primarily in Maine.
Murphy holds a bachelor of arts degree in journalism from the University of Maine.

As Vice President of Technical Services, Ortega is responsible for overall management of Pepco Holdings' electric system assets. Ortega has been in the energy industry for more than 30 years and has held leadership positions in a variety of areas. Prior to joining Pepco Holdings, he served as Director of External Affairs at ComEd, a Chicago-based utility, where he engaged and worked with external stakeholders to improve overall service to local communities, customers, and constituents. His tenure included the successful implementation of new technology external stakeholders could use to map and manage customer issues. Ortega has lead efforts to significantly improve material condition and operational performance of the electric system, including managerial roles in testing, engineering, operations, construction, maintenance, generation, and a recent role focused on improving customers' experiences through innovative use of customer-facing technologies.
Ortega serves on the board of directors for the Greater Washington Hispanic Chamber of Commerce. He is also the executive sponsor for Pepco Holdings' Organization of Latinos of Exelon (OLE) employee resource group. He previously served on the board of El Valor, a non-profit organization that provides critical services to Chicago's Latino community and on the advisory board for Coyne College. In 2012, Ortega became a Fellow of Leadership Greater Chicago, a civic organization dedicated to creating partnerships among local leaders and developing community awareness of key issues facing the Chicago area to bring about positive change.
Ortega holds a bachelor's degree in Electrical Engineering from the Illionois Institute of Technology.

Poncia has been in the energy industry for more than 30 years and has held leadership positions in a variety of areas. Prior to his current role, he led Customer Operations for Pepco Holdings where he was responsible for customer services, including meter services, billing, credit and collections, energy efficiency programs, and customer contact centers. In previous roles, Poncia implemented the Customer Information System (CIS) Replacement Project, a multi-year program which included the replacement of two legacy Power Delivery billing systems with a state-of-the-art commercial system. Poncia was responsible for the design, development, and deployment of the overall Customer Relationship Management and Billing System. He was previously the Director of Gas Delivery for Delmarva Power and before joining Pepco Holdings, he worked for PECO in a variety of engineering, project management, construction, and account management roles.
Poncia serves on the Board of Trustees for New Jersey Public Media (NJTV), New Jersey’s public television network. He is also the executive sponsor for Pepco Holdings’ New Jersey Network of Exelon Women (NEW) employee resource group.
Poncia has a bachelor's degree and master's degree in Civil Engineering from Drexel University.

Before joining Pepco Holdings in May 2017, Bill worked for PECO, Pennsylvania's largest electric and natural gas utility. He began his career in 1987 as a project engineer and advanced through numerous management positions in engineering, customer service, field services, meter services, accounts receivable, and electric operations. His most recent position was with Exelon Utilities as Director, Utility Performance & Integration, beginning in 2012.
Bill serves on the board of PECO Energy Benefits Association. He's a 2003 graduate of Leadership Philadelphia.
Bill earned a bachelor's degree in Electrical Engineering and a master's degree in Engineering Management from Drexel University.
Vice President, PHI Human Resources
David L. Vosvick II is Vice President of Human Resources for Pepco Holdings and is responsible for all of the company's human resources and occupational health services activities for the utilities operating in DC, DE, MD, and NJ. He reports to David Velazquez, the President and CEO of Pepco Holdings, as well as the Chief Human Resources Officer for Exelon Corporation. Vosvick started with the company in 2005.
Vosvick served as Vice President of Human Resources for BGE from 2008 to 2017. Prior to that, he served as the Vice President of Talent Management, Learning and Organizational Development for Constellation Energy. In this role, he was responsible for overseeing, human resource operations, talent acquisition, executive talent management, learning and organizational development, diversity and inclusion, HR Direct (payroll, HR technology, benefits administration, and other office operations), and relocation. Vosvick joined Constellation Energy in 2005 as an executive in corporate HR and strategic staffing.
Vosvick has more than 27 years of HR experience and spent numerous years prior to joining Constellation in executive leadership positions. As a Senior Vice President for MBNA America Bank in Texas, Maryland, and Delaware, Vosvick successfully oversaw strategic human resource initiatives, both as a regional executive and at the corporate headquarters.
Vosvick is an active advocate for charitable organizations that support underprivileged youth. He is a board member for Maryland Corporate Council, Central Maryland Meals on Wheels, and is a member of the St. Joseph Medical Center Foundation Board. He formerly served on the board of the United Way of Central Maryland and remains active with the organization through the annual United Way campaign.
Vosvick is a 1989 graduate of the University of Texas in Dallas and graduated from the Leadership Baltimore County Program in 2012.
Vosvick has two children, Tanner, class of 2017 at West Point Military Academy, and Chase, expected class of 2021 at Loyola University Maryland.
