Good Neighbor Energy Fund

Pepco is committed to helping customers who are facing challenges with their electric bill.  We are proud to partner with a local nonprofit who provides energy assistance benefits to customers in the District of Columbia and is our trusted administering partner for the Good Neighbor Energy Fund. 

The Good Neighbor Energy Fund is designed to help customers who are facing hardships.  You can help a Pepco customer in the District of Columbia in need of assistance with their electric bill by contributing to the fund.  Pepco will match customer contributions up to $100,000.

Pepco Bill Pay

Whether you receive your bill electronically or through the mail, you can pay exactly $1.00 over your Pepco bill amount and that dollar will be contributed to the Good Neighbor Energy Fund.  The amount you contribute must be exactly $1.00 over your billed amount; amounts over $1.00 will not be recognized as a contribution and will result in a credit to your account. 

You can make a $1.00 contribution each time you pay your Pepco bill.

Each time you make a $1.00 contribution, the amount will be reflected on your Pepco bill summary the following month.

Low-Income Home Energy Assistance Program (LIHEAP)

  • Customers can receive up to $1,800 as a one-time Regular Energy Assistance benefit once a year from Oct.1 through Sept. 30.
  • Emergency Energy Assistance is available to low-income District residents who have received a disconnection notice for electric or gas, or are currently disconnected.

Residential Aid Discount Program

The Residential Aid Discount (RAD) program aids customers through the DC Department of Energy and the Environment. RAD provides qualified customers with a monthly discount called the "Residential Aid Credit." For further information click:

Arrearage Management Program

  • The Arrearage Management Program or "AMP" allows qualifying Pepco customers in the District of Columbia the option of reducing or eliminating outstanding balances on residential accounts.
  • With AMP, customers receive a monthly credit, or matching payment, that goes toward unpaid account balances. This credit is in place every month for a single year (12 consecutive months).
  • To be eligible to participate in AMP, you must be:
    • A current or recent Pepco customer participating in our Residential Aid Discount program.
    • Have a minimum balance of $300 or more that is at least 60 days past due.
