Pepco Issues RFP For Wholesale Electric Power For Maryland
Washington , DC - Pepco recently issued a Request for Proposals (RFP) for wholesale electric power supplies to meet its Standard Offer Service SOS obligation in Maryland. Pepco provides market-based supply service to its electric customers who do not choose to receive service from competing retail suppliers.
The RFP is being issued in accordance with orders from the Public Service Commission of Maryland (MDPSC). The PSC oversees Pepco's procurement and delivery of electricity under Maryland's Standard Offer Service (SOS) provisions, which oblige Pepco to supply electricity to those Maryland customers who do not choose an alternative supplier.
The RFP will consist of supply contracts ranging in term from quarterly to twenty-four months. The bidding for Residential and Type I contracts will occur in three procurements. The first two procurements are scheduled for October 2007 and January 2008 for supply services to begin June 1, 2008, and the third procurement is scheduled for April 2008 for supply services to begin October 1, 2008. The quarterly bidding for Type II three month term contracts will occur in one procurement prior to the calendar quarter. Bid due dates for this multi-procurement process can be found in the RFP documents. Pepco will concurrently conduct their bidding processes under uniform rules and timetables that other Maryland utilities will follow. Pepco is requesting electric supply proposals totaling approximately 1,158 megawatts (MW).
A joint-utility pre-bid conference for prospective bidders will be held on September 26, 2007 at the Hyatt Regency Hotel in downtown Baltimore. The conference will review the general RFP structure and process, the specific utility bid plans, and the power supply contract.
