Programs Help Low-Income Residents Pay Utility Bills

Joint Utility Discount Day offers low-income District of Columbia residents the opportunity to apply for assistance in paying their utility bills. Utility company employees will be on hand to accept applications, which will then be processed by the D.C. Energy Office.
To qualify, residents must meet income guidelines and must bring the following when applying for assistance: proof of household income, Photo ID, Social Security card, recent lease or rent receipt if heat is included in rent, and recent utility bills for electricity, gas, telephone and water.
