Takoma to Sligo Underground Line

​Overview

At Pepco, our purpose is providing safe, reliable, and affordable energy for our customers. As part of our commitment to meet the growing demand for electric service and to enhance the capacity and reliability of our system, Pepco plans to upgrade the electric system infrastructure in the downtown Silver Spring area, with portions of work also occurring in Prince George's County and the District of Columbia.

Key Components and Benefits

  • Installing three new 69kV underground lines between the Takoma and Sligo substations, increasing the capacity of the Sligo substation
  • Replacing aging infrastructure that is near the end of its service life
  • Upgrading and installing new equipment at each substation, further improving reliability for customers

Project Timeline and Construction

Construction for this project began in 2018 and will continue through December 2022. The work will affect traffic along several roads including Fenton Street, Eastern Avenue, and New Hampshire Avenue. Work will typically take place Monday through Friday, from 9 a.m. to 3 p.m.

As a result of construction, businesses and residents may experience:

  • Road closures
  • Detours
  • Decreased accessibility to sidewalks
  • Construction-related noise

Areas of construction include:

  • Colesville Rd. (between Fenton St. & Spring St.)
  • Fenton St. (between Takoma Ave. & Colesville Rd.)
  • Takoma Ave. (between Baltimore Ave. & Albany Ave.)
  • Eastern Ave. (between Cedar Ave. & Baltimore Ave.)
  • Cedar St. NW (between Carroll St. & Eastern Ave.)
  • Eastern Ave. (between New Hampshire Ave. & Willow St.)
  • Carroll St. NW (between Eastern Ave. & Cedar St. NW)
  • New Hampshire Ave. (between Ray Rd. & Eastern Ave.)

Construction in the Spring and Summer of 2019 will include activity listed below:

  • Eastern Avenue.
    • June 2019 to July 2020: Crews will begin excavation at 4th Ave. to complete the second line to Whittier continuing onto Carroll Ave.
    • April 2019 to July 2019: Crews are currently excavating at the 7000 block of Eastern Ave. headed toward Piney Branch Ave. Crews have encountered significant rock which slows down our pace of construction.
    • April 2019 to July 2019: Crews are installing a line headed toward the 7000 block of Eastern Ave., crossing Piney Branch.
  • Cedar Street.
    • July 2019 to September 2019: Crews will begin work on Cedar Ave. at the second line manholes and continue working east toward Carroll Ave. to install the second underground line.
  • Carroll Street. NW
    • April 2019 to June 2019: Crews are currently in the 200 block of Carroll St. installing the primary line, headed east toward Eastern Ave. The road is closed temporarily to accommodate this work. 
    • June 2019 to June 2020: Crews will meet in the 100 block of Carroll St. in the next two months. They will then begin work on the second line through the same area.
