On February 26, 2014, the Maryland Public Service Commission (Order No. 86200*) determined that customers who do not want to upgrade to a smart meter at their home may opt out.
The Commission recognizes that there are costs to Maryland utilities to read and maintain meters for customers who have chosen to opt out of smart meters. Effective July 1, 2014, the following fees will be applied to the bill of customers who have chosen to opt out of smart meters:
$75.00: Enrollment fee (billed at $25.00 per month, for three months) and
$14.00: Monthly meter reading and maintenance fee
